On 21 April, 11 state departments, including the National Development and Reform Commission, released the Guidelines on Establishing the Standard System for Carbon Peaking and Neutrality. By 2025, China aims to have at least 1,000 national and industrial standards formulated or revised under the framework comprising four first-level subsystems concerning general purposes, carbon emission cuts, carbon removal, and market-led mechanisms. The standard system will target carbon peaking and neutrality in critical sectors and fields such as energy, industry, urban-rural development, water conservancy, and residents’ living conditions.
